（中央社記者廖漢原華盛頓9日專電）菲律賓提出的南海仲裁案近期可能有結果，「華盛頓郵報」今天在社論指出，美國若無法阻擋中國在接近蘇比克灣的黃岩島進行填海工程，美國的盟邦將認為與華府結盟缺乏效用。
全球關注海牙國際仲裁庭對南海案的裁決，各界多認為裁決結果恐不利於中方的九段線宣示，不過北京是否會在距離美軍進駐的蘇比克灣基地、只有約150哩的黃岩島進行填海工程，興建軍事基地，更引起矚目。
華郵（Washington Post）社論指出，美國總統歐巴馬提出的亞洲再平衡策略，未來幾個月將面臨來自中國大陸的試煉，中國國家主席習近平未遵守不將南海軍事化的承諾，歐巴馬政府如果無法阻止中方在黃岩島的行動，將重挫美國的區域影響力。
社論認為，黃岩島距離大陸約500哩，中國興建軍事基地足以威脅馬尼拉以及派駐菲國的美軍，同時也代表北京不遵守國際公法，公然藐視判決，習近平強勢推動中方的主權聲索。
美國曾以各種軍事手段阻止中方行動，國防部長卡特（Ashton Carter）還親自參與南海聯合軍事演習，並宣布美菲將共同巡弋南海。但華郵質疑，這些回應行動是否足夠？
社論寫到，目前看來美方已竭盡所能，但歐巴馬政府如果無法阻止中方在黃岩島興建軍事基地，美國的盟友恐將認為與華府結盟無濟於事。1050510
